Location: Dundee

Applications are invited for the post of Regional Employer Engagement Director (REED) at the Highland Reserve Forces’ and Cadets’ Association (RFCA) head office in Dundee.  This is a Crown Servant (Civil Service Band C2 equivalent) post that is to be filled in August 2017.  The salary is currently £30,797.  Annual leave, excluding public holidays, is 25 days per year, rising to 30 days after 5 years’ service; previous public sector employment may count towards qualifying years’ service. An Association car is offered with the post which, if accepted, will attract an income tax liability as a ‘Benefit in Kind’. You are eligible to join the Council of RFCA Pension Scheme which operates a Career Average Revalued Earnings Scheme (CARE) which has a personal contribution of 5% of pensionable earnings for Members. The successful applicant will undergo a six-month probationary period.

Highland RFCA is responsible for fostering and sustaining support for the Volunteer Reserve Forces and Service Cadet organisations throughout its area, which extends from Forth-Clyde north to encompass the Scottish Highlands and Islands.  In fulfilling its responsibilities, Highland RFCA supports the Service Cadets and their adult volunteers, manages the Reserve Estate, conducts Employer Engagement and, through engagement with communities across its region, acts as an advocate for Britain’s Armed Forces. The success of Highland RFCA’s activities relies on establishing and maintaining worthwhile, mutually-beneficial working relationships with employers and employer organisations across its area, with the primary purpose of setting the conditions for the recruitment and retention of Volunteer Reservists.  Working within a small, dedicated team, the REED leads the Employer Engagement effort, encouraging employers to commit their support, including by signing the Armed Forces Covenant and joining the Defence Employer Recognition Scheme.  The REED also contributes to the wider community engagement aspects of Highland RFCA’s role.  

The successful applicant is likely to have gained commercial experience in higher management positions, to possess excellent planning and organisational abilities and to demonstrate that they have the communication, interpersonal and presentational skills to influence effectively at senior level.  First-hand experience of the Volunteer Reserve Forces or as an employer of Reservists would be an advantage, as would prior military service or MOD civil service employment. The successful applicant will have strong IT skills, including familiarity with MS Office applications, and have practical experience of managing and operating a database.  The nature of this post requires some evening and weekend working in order to attend meetings or employer engagement events, and this will attract the payment of overtime or time off in lieu.  The post is based in Dundee and entails significant travel throughout the HRFCA area, and a full, valid driving licence is therefore essential.  The successful applicant will live within reasonable commuting distance of Dundee.
